Points
System for Independent/Skilled Worker Class
According to Immigration act and regulation, a skilled
worker is someone who has at least one (1) year of
full-time (37.5 hours per week or more) work
experience within the past ten (10) years in one of
the occupations listed in either Skill Type 0 or Skill
type A or
type B of the National Occupational Classification (NOC).
First, all applicant are assessed by Citizenship and
Immigration Canada whether they meet the definition
of skilled worker. Once determined as a skilled worker,
they are further assessed according to various selection
criteria defined by regulation. Applicants must attain
a minimum score of sixty-seven (67) points overall
in order to be eligible to become permanent residents
of Canada.

Most importantly,
according to Immigration Act, 67 points are just guide
for assessing applicant for consideration of PR
status. Immigration Officer is under no obligation to
grant PR, irrespective of any number of points, if
he/she is of opinion that the applicant may not
economically established in Canada. The reverse is
also true. Even if applicant scores less then 67
points, Immigration Officer may decide to grant PR
status if it is well presented that client will have
potential to established economically in Canada
without any problem. This decision is call
substitution of evaluation.
